Jonathan Sullivan - President of SPPCA

Sullivan says he’s an introverted person. “But I love engaging with the students,” he says. “And we have an open-door policy, so anyone can come in and talk to me.”
The only problem with that is Sullivan admittedly stays busy with work. He says he doesn’t have much time to be social.
He says he enjoys being the chief, but it does come with challenges and stresses. “I find myself doing not as much police work and more administrative work,” he says, “which is to be expected in a position like this.”
Sullivan says he supervises about 25 people on campus. This includes the other patrol officers, a parking enforcement officer, and officers in the security department.
“There are no two days the same,” Sullivan says, “but I do a lot of paperwork, reports, and scheduling. I’m also a working chief and take calls throughout the day and act as a patrol officer.”
Sullivan has been an SPC police officer since September 2021. Born and raised in Orange County, California, when it came time to go off to college, he moved to Levelland and attended the SPC Law Enforcement Academy.

Ray Mendoza - Past President of SPPCA

Past President Ray Mendoza.
On Monday, January 6, 2025 Chief Mendoza was officially sworn in as chief and will lead the Frenship ISD Police Department of more than 20 officers and security guards.
Mendoza joins the Frenship family with a wealth of experience and an impressive career in law enforcement that spans nearly three decades. After retiring from the Lubbock Police Department with more than 24 years of service to the City of Lubbock, Mendoza has spent the last three and a half years serving as a chief of police for a neighboring school district.
His law enforcement knowledge encompasses a wide range of skills that span from patrol and criminal investigations to public information and administration. During his law enforcement career, he's held multiple leadership positions at LPD including serving as the Family Crimes Unit Commander, Office of Professional Standards Commander, Criminal Investigation Division Commander, and the Deputy Chief of Police for the North Patrol Division.
Chief Mendoza is no stranger to school-based policing. Before serving as a school district police chief for more than three years, he spent many years as a resource officer.
"My wife is a retired educator and from early on in my career, I worked as a school resource officer. That is when I learned the importance of providing a safe and secure teaching and learning environment for teachers and students," said Mendoza.
Mendoza earned a Bachelor of Arts in Sociology with an emphasis in Criminal Justice from Eastern New Mexico University in 1996 and a TCOLE Master Peace Officer certification in 2006.

R. Corey Lain - Treasurer of SPPCA
Chief, Northwest Region Texas Department of Public Service
Corey Lain is the Regional Chief in the Northwest Region for the Texas Department of Public Safety. As part of his duties, Chief Lain integrates the department's multi-disciplined capabilities to provide timely support for public safety and public service missions at all levels of government in the 71 counties of the Northwest Region, which includes Lubbock, Amarillo, Abilene, and Wichita Falls.
Chief Lain joined the Texas Department of Public Safety in 2000. He served as a Highway Patrol trooper in Archer and Wichita Counties before being promoted to Highway Patrol sergeant, covering the Wichita Falls area in the Northwest Region.
Chief Lain is from Mexia, Texas. He attended Sam Houston State University, graduating in 1998 with a Bachelor of Science in criminal justice. He and his wife Kate have been happily married for 24 years and are the proud parents of three teenage boys: Garret, Austin, and Chase.
In addition to his criminal justice coursework, Chief Lain is a certified training instructor and holds a Master Peace Officer certification in the State of Texas. He is a 2015 graduate from the Texas Department of Public Safety Command College, Cohort #2; he graduated from the Federal Bureau of Investigation National Academy, Class #274, in 2018, and is a graduate of the Governor’s Executive Development Program Class 40. Chief Lain currently serves as Vice President for the Texas Chapter of the FBI National Academy Association.
